This exceptional Reflow Call represents one of the final funding opportunities within the current 2021–2027 programming period and offers significant support for projects that contribute to a more connected, sustainable and resilient European transport network.

What is the CEF Transport Reflow Call?

The Reflow Call is financed through budget resources that have become available following the completion, modification or under-execution of previously funded CEF projects. Rather than remaining unused, these funds are reallocated to new initiatives capable of delivering tangible results and advancing the European Union’s transport objectives.

For project promoters, this creates an additional opportunity to secure European funding for investments that are already well-developed and ready to move forward.

Key Priorities

The CEF Transport Reflow Call is designed to support projects that contribute to the development of a more efficient, sustainable and interconnected European transport network. The European Commission is particularly interested in initiatives that strengthen the Trans-European Transport Network (TEN-T), improve cross-border connectivity and accelerate the transition towards low-emission mobility.

Funding opportunities are expected to focus on the modernisation of railway infrastructure, the deployment of alternative fuels infrastructure, the digitalisation of transport systems and the development of sustainable solutions for ports, airports and inland waterways. Projects that enhance multimodal transport, improve network resilience or contribute to military mobility objectives may also find strong alignment with the programme's priorities.

Who Can Apply?

The call is open to a broad range of organisations involved in the planning, management and development of transport infrastructure projects across Europe. Eligible applicants may include public authorities, infrastructure managers, transport operators, port and airport authorities, logistics organisations and other entities with responsibilities linked to the TEN-T network.

As with previous CEF Transport calls, successful proposals will typically demonstrate a clear European added value, a strong implementation capacity and a tangible contribution to EU transport, climate and connectivity objectives. Collaborative projects involving multiple partners and cross-border cooperation are particularly encouraged where relevant.

CEF Transport is highly competitive and generally favours projects with a high level of technical maturity. Applicants should therefore ensure that feasibility studies, technical planning, implementation schedules and partnership structures are sufficiently advanced before submission.

Early preparation can significantly strengthen a proposal's chances of success and help applicants address eligibility, financial and regulatory requirements effectively.

Application Deadline

Organisations interested in applying should note that the submission deadline is 6 October 2026. Given the complexity of CEF applications, starting the preparation process as early as possible is strongly recommended.
